Scope, timing and your choices.
PursuitBasis is a founder-led federal bid-readiness service developed by Curtis Whorton. These operating terms apply to an engagement when the legal service provider, customer, scope, fee, and acceptance are agreed in writing. Requesting a review does not place an order. No payment is collected on this website.
The founding offer
Selected first reviews are complimentary in exchange for feedback. An optional $650 pilot covers three additional agreed-scope opportunities submitted within 14 calendar days of written pilot acceptance. No automatic enrollment or renewal. Each review covers one contractor against one agreed opportunity and source snapshot, a decision brief with evidence references, and one clarification update. No payment is collected on this site.
Complete inputs and turnaround
Complete inputs mean an authorized contractor contact; contractor identity and relevant capability, registration and qualification evidence; the agreed solicitation identifier, accessible public documents and amendments; the pursuit question; and written agreement on scope and remaining evidence gaps. Do not send credentials or controlled information. Complete inputs do not require all gates to pass: missing qualifications can remain UNKNOWN when that evidence limitation is accepted.
Target: two business days per review after we confirm acceptance and complete inputs in writing. We confirm your target delivery date after checking scope and reviewer availability. Business days are Monday–Friday excluding U.S. federal holidays, in America/Chicago time. This is a target, not a delivery guarantee. Tell us your deadline before acceptance. The 14-calendar-day period is for submitting opportunities.
Clarifications and new scope
One consolidated clarification request within seven calendar days of delivery is included for the same contractor and snapshot. Correction of a PursuitBasis error is not charged as new scope. A different contractor, opportunity or source snapshot, or an amendment changing eligibility, technical requirements, pricing schedules, submission instructions or deadlines is material new scope. PursuitBasis agrees revised scope, fees and timing in writing before additional work.
Cancellation and refunds
Request cancellation at reviews@pursuitbasis.com. Before work starts, payment for that review is refunded in full. If you cancel after work starts but before delivery, only completed work is chargeable, with a written explanation and capped at the review’s allocation. The pilot allocates $216.67 each to the first two reviews and $216.66 to the third. Delivered reviews earn their allocation.
Unused reviews after the 14-day submission window are refunded unless an extension is agreed in writing. If PursuitBasis cannot complete a review, its allocation is refunded. If the target will be missed, PursuitBasis offers a revised date or cancellation with a full refund for that undelivered review. Refunds are initiated to the original payment method within five business days; provider processing may take longer. NO-BID or REVIEW REQUIRED alone does not trigger a refund for an otherwise completed agreed review.
Exclusions
No proposal writing or submission, legal or procurement advice, certification, registration filing, contracting-officer contact, subcontractor sourcing, engineering opinion, site inspection, pricing estimate or ongoing amendment monitoring is included. Public intake does not accept classified information, CUI, export-controlled material, credentials, sensitive personnel records or proprietary pricing.
Customer responsibility and decision support
You must have authority to share inputs, provide accurate information, flag changes and verify current instructions and representations before acting. PursuitBasis supports your judgment; it does not guarantee eligibility, compliance, award or financial results. UNKNOWN means evidence is unresolved. You remain responsible for pursuit, teaming, pricing and submission decisions. Government names identify sources only and imply no affiliation or endorsement.
Confidentiality and data handling
Inputs are used to scope and deliver the review, answer questions and administer the engagement. Identifiable customer materials will not be published or used in marketing without separate written permission. Before accepting nonpublic business materials, PursuitBasis identifies the approved transfer method, processing providers and retention terms in writing. Do not assume public intake is suitable for sensitive files. Privacy describes the implementation currently enabled.
Operator and contact
Curtis Whorton is the founder and website contact. Review, service, and cancellation requests go to reviews@pursuitbasis.com; privacy questions may be sent to curtis@pursuitbasis.com. The legal contracting provider must be named in the written engagement before acceptance or payment. No separate registered entity or government business certification is claimed.
