Complete reconciliation of recorded UNKNOWN findings
Decision version 22. Every one of the 107 UNKNOWN requirement findings is listed once below. No finding was discarded or converted to PASS by this artifact. The 32 PASS findings and zero FAIL findings remain in the local frozen decision.
Current pursuit clearance remains unsupported because project similarity, roster/declaration coverage, technical/source applicability and quotation review are incomplete. Future obligations may affect price and feasibility today, but absence of completed future performance is not a current qualification failure.
The underlying labels comprise 19 proposal conditions, 77 future obligations, 10 informational items and one unresolved applicability finding. These are stored classifications, not 107 distinct contractor deficiencies. This reconciliation separates their business consequences without silently rewriting the findings. Additional proposed passages and source-precedence work remain unreviewed; they can contain material conditions and are not cleared by this inventory.
Project references (1)
Owner: Contractor supplies narrow facts; reviewer finishes comparison
Decision consequence: Current qualification evidence — material
Completed commercial restroom work and cost scale are supported. Missing: work packages and extent for EACH project, bidder workshare, and what each recorded cost includes. No prescribed percentage tolerance was found. The contractor is not being asked to perform the comparison.
Subcontractor roster (1)
Owner: Contractor confirmation
Decision consequence: Current quotation evidence — material
Electrical, plumbing and fire firms have 4/3/5 years. The finish subcontractor and cabinet vendor mentioned in the plan are not linked to named experience records. Confirm who performs the other trades and whether the vendor is supply-only. Establish applicable two-year experience for any additional subcontractor.
Quotation and certifications (12)
Owner: Reviewer checks retained forms; contractor fills identified blanks
Decision consequence: Submission completeness — material before any hypothetical submission
Retained records include a $54,000 whole-job price, a May 27 readiness date, principal disclosures and an authorized representative. They do not establish delivery, an itemized quote or all form fields. Reviewer must map disclosures to the actual lookbacks, tax definition and exceptions. Use the official form unless a replica is chosen; only then check replica format. Test identifiers are intentionally not real credentials. This historical opportunity cannot be submitted to now.

Equal or modified products (5)
Owner: Reviewer; contractor only if proposal changes
Decision consequence: Conditional submission issue — not presently triggered by a declared equal
The retained plan expressly offers specified products without substitutions. Do not ask for an equivalency dossier now. If any product is changed, require identification, essential-characteristic evidence, modifications and the appropriate review before relying on equivalence. Technical compliance with specified products remains a separate open review.
Conflicts and government interests (4)
Owner: Reviewer scopes clause; contractor confirms uncovered persons
Decision consequence: Potential qualification consequence — material uncertainty, no violation established
The dossier says no known organizational conflict and no government employee assigned to services. It does not identify coverage of every employee/principal/affiliate or financial/control interest. Read the complete clause and its publicly traded stock/family-interest exceptions, then confirm the uncovered persons/interests. Neither a generic assurance nor an unresolved applicability review proves a violation.
Work sequence, access and coordination (11)
Owner: Contractor plan; reviewer maps existing commitments
Decision consequence: Later-stage obligations; feasibility and price matter now
Existing plans cover meetings, surveys, scheduling, IAQ, security and escorts, but some conditions are narrower than the clauses. Resolve approval before ANY work when the IAQ trigger applies; roster coverage and paperwork before start; all noisy work and COR timing; drawing revisions; court-event schedule revisions; permitted daily hours; courthouse location; and escort/material-movement coordination. Contacts for USMS coordination are supplied after award. Do not demand completed future approvals as present qualifications.
Technical scope and product compliance (7)
Owner: Reviewer checks retained plans/drawings; contractor supplies product selections if absent
Decision consequence: Technical acceptability and price — material
The plan names Level 3 finish, AWI custom cabinetry, specific products and a licensed fire firm. These promises need reconciliation with the amended scope, drawings, sample sequence and acceptance conditions. Exact applicable AWI/manufacturer references are not retained. A promise of compliance is not a completed technical comparison. Obtain only the specific missing technical references or cut sheets after identifying edition and application.
Insurance (9)
Owner: Contractor/broker plan; reviewer checks clause schedule
Decision consequence: Before performance; affordability and availability affect pursuit now
The dossier promises binding insurance before performance and lists most limits. Its $20,000 property figure does not distinguish auto from general liability or say per occurrence. Clarify both coverages, entire-performance continuity, carrier certification, cancellation/adverse-change endorsement and subcontractor evidence/flowdown. Self-insurance approval matters only if that route is used. Do not treat absence of a currently issued policy as failure at quotation.
Wages and leave (11)
Owner: Reviewer determines applicable regime; contractor aligns payroll plan
Decision consequence: Performance duties with material price/feasibility consequences
Weekly construction wages, retained trade rates, overtime and conditional leave accrual are already promised. The unresolved questions include historical executive-order/leave applicability, secondary-site coverage, trade classification/conformance, fringe treatment, permissible deductions, posting scope and any apprentice election. Conditional service-labor clauses must not be imposed merely because they appear in a handbook. No wage violation or employee underpayment is established by these open questions.
Ordinary contract administration (14)
Owner: Reviewer maps clauses into a coherent delivery plan
Decision consequence: Later performance administration; not additional present credentials
Packaging/marking, facility conduct, routing communications, record access, invoicing and authorized changes remain recorded obligations. Check scope, exceptions and actual triggering events. Do not ask for separate affirmations of every clause or claim that future performance has already occurred. Any specific inability to perform must be assessed for schedule, cost or contractual consequence.
Data and intellectual-property conditions (8)
Owner: Reviewer; contractor if protected data will be delivered
Decision consequence: Conditional later-stage duties; unresolved trigger is not a qualification failure
Determine whether the actual deliverables involve asserted copyrights, preexisting/protected data, withheld information or subcontractor rights. Retain the permitted alternatives and exceptions. If triggered, establish markings/permissions/rights before delivery. Do not assume a simple renovation has every data-rights scenario or silently mark it all inapplicable.
Conditional events and claim rights (18)
Owner: Reviewer includes relevant terms in contract administration
Decision consequence: Event-driven obligations/rights; no current event or failure established
Stop-work, excusable delay, ownership changes, delay claims, disputes and emergency closure provisions remain preserved with their limits and exceptions. A claim deadline does not require filing a claim; no ownership change or dispute is asserted. Some continued-performance duties become relevant only if the event occurs. Complete source context, including the emergency-closure exceptions across pages, remains reviewer work.
Information and reserved agency actions (6)
Owner: Reviewer preserves terms; agency makes reserved decisions
Decision consequence: No affirmative present qualification barrier
Historical escort rates, Net 30 terms and COR schedule discretion inform pricing/planning. Site inspection was urged; questions were optional. Responsibility determination is reserved to the agency before award. Do not infer disqualification from these UNKNOWNs; an actual adverse determination would require reassessment.
